General information

Since the year 2001, Dean of the Faculty of Law, Doctor of Law, Professor Kozhakhmetov G.Z.

The Faculty of Law is one of the major departments of the KSU named after E.A. Buketov. The total number of students in the full-time and part-time departments exceeds 1300 people. The number of teachers and staff is 65 people.

The faculty has a master’s degree in specialized profile and scientific-pedagogical direction. The total contingent of undergraduates in this 2017-2018 academic year is 105 people.

The Faculty has been preparing PhD students since 2013. To date, 27 people study in the doctoral program. For the last period the faculty prepared 5 PhD doctors and 2 nostrified doctors PhD. In 2016, was opened to the Council on protection of doctoral dissertation.

The mission of the Faculty of Law is the qualitative training of competitive specialists with comprehensive knowledge in the field of national and international law, a high level of legal culture and legal awareness for the law enforcement system and economic entities of the state.

Solid material base and high-quality teaching staff create favorable opportunities not only for the fruitful conduct of the educational process, but also for scientific growth, Patriotic and cultural education of students. In parallel with the students matured young staff of the faculty, whose average age is 45 years.

The faculty, taking into account the labor market conditions and high competition of the public and private education sector, is trying to put the training of specialists to a higher level. The quality of training of our specialists is universally recognized throughout the Republic. Practically all top and middle managers of law enforcement agencies of the country are graduates of the University.

The Faculty of Law actively introduces into the educational process new and most relevant forms of education practiced in the developed countries of the world. Currently, the credit system of training successfully works, distance education on correspondence department (2 specialty). In this regard, the departments developed electronic textbooks and all educational and methodical material on electronic and paper carriers. There is no doubt that the new teaching technologies will make the educational process more interesting and productive, and the image of the faculty is high.

The faculty of law, having not so long history of its development, nevertheless, has a rich scientific and pedagogical potential, scientific fame not only within the Republic, but also abroad. The authority of the faculty of law — is the achievement of the whole team, in which everyone has made its contribution..

Faculty History

In the early 70s, Karaganda state University was established on the basis of Karaganda pedagogical Institute. Among other divisions of the University was established and the faculty of Economics and law. Later, the faculty of law became independent.

The history of the development of the law faculty is closely connected with its leaders. In this case, a huge contribution to the development of educational, scientific and educational potential and staffing was associated with the activities of one of the first deans Mazhit Tairovich Imashev.

Mazhit Tairovich, from the first days working as dean, he began organizing new departments, strengthening the faculty with highly qualified personnel. The departments were created: theories and histories of the state and law, labor and agricultural law, constitutional law and Soviet construction, criminal law and criminal procedure. He was in favor of his native law faculty, creating favorable conditions for the scientific growth of young teachers. With the support of Majit Tairovich at that time defended Ph.D dissertation: Akhmetova N.S., Idrisova S.B., Baltabaev K.Zh., Nurtayev R.T., Shopin V.D., Kim K.V., Suleimenova G.J., Baisalov A.S. and many others.

Other deans of the faculty, such as associate professor Vitaliy Shopin, associate professor Kusnidenov Kydyrbai Kusnidenovich, associate professor Kulikov Vladimir Ivanovich, associate professor Zhunussov Bakhtybai Zholzhaksinovich, associate professor Umurkulov Maxim Kaparovich, associate professor Kubeyev Erkin Kinoyatovich and others contributed significantly to the formation and strengthening of the faculty and its traditions.

Thanks to their titanic work, the foundation of the law faculty was formed, which from year to year increased its scientific and professional potential and literally in the shortest time the faculty was the second in the republic after the Kazakh State University named after SM Kirov. In that historical period for the faculty, the best traditions were laid not only among the teachers, but also the students, who are highly revered in today’s days. Thanks to the hard work of the deans, heads of departments and teachers, the faculty began to be called the forge of highly qualified legal cadres. His pupils are known not only in our country, but also abroad. They work in all areas of public, political and scientific life of a sovereign state. Pupils of the faculty achieved great results not only in law enforcement and public service, but also in the scientific path. Such graduates as Zhunusov B.Zh. and Zhanaidarov I.O. became well-known scientists, doctors of sciences, are heads of the leading legal universities in Kazakhstan. Doctor of Law, Professor Kubeev Erkin Kinoyatovich since 2004 is the rector of the Karaganda State University named after EA Buketov.

The Faculty of Law today is: 7 doctors, 30 associate professors, candidates, as well as 34 masters of juridical science, 1,300 students and masters;

5 chairs: constitutional and international law, theory and history of state and law, civil and labor law, criminal law and criminology, criminal procedure and criminalistics;

There is a training laboratory for criminalistics and forensic expertology, specialized offices: a courtroom, a research institute for provisional research and government studies, a legal clinic.

Students in the process of training are trained to implement legal norms, ensure law and order and strengthen the rule of law in various spheres of society. Our graduates can work:

The international cooperation

– Theoretical and international legal issues of ensuring national security of the Republic of Kazakhstan

In 2013, on the basis of the faculty, a research institute for “Legal Research and State Studies” was established. The Institute carries out its activities on programs of fundamental, applied, contractual scientific research with the participation of the Institute’s staff, teachers, undergraduates and doctoral students. At present, research work is carried out to implement the fundamental grant theme “Constitutional and legal protection and ensuring the rights of the child in the development and development of the juvenile system in Kazakhstan and in the modern world.”

The project leader is Professor E. K. Kubeyev. Every year the faculty holds scientific and practical conferences, which are attended by faculty, scientists from other universities of the Republic, foreign countries and practitioners. Since 2000, the faculty has held 16 conferences, 11 of which are International. Thus, in 2014 the international scientific and practical conference “Topical issues of combating corruption offenses: theory and practice” was held, in 2015 the international scientific and practical conference dedicated to the 20th anniversary of the Constitution of the Republic of Kazakhstan “the potential of the Constitution and constitutional values in the context of the formation of the legal statehood of Kazakhstan” was held, in 2016 the international scientific and practical conference dedicated to the 25th anniversary of Independence of the Republic of Kazakhstan”», in 2017, the international scientific and practical conference “Harmonization of national legislation in the framework of integration processes” was held.

Teaching staff of the departments have publications in scientific publications, Thomson Reuters, Scopus, Russian science citation index, etc.

Together with the foreign scientists of the faculty, the faculty published monographs, textbooks, scientific articles. Conferences, olympiads, round tables and other forms of research activities have been held that expand the faculty’s relations with the universities of the near and far abroad, which allows the faculty to participate in all international scientific developments related to jurisprudence.

The teaching staff of the faculty participated in the implementation of International grant project “towards higher education in Central Asia: structure of tuning and formation of quality culture” (TuCAHEA) program TEMPUS-VI.

Professional development, internships abroad

In September 2014, senior lecturer of the Department of constitutional and international law Nurbekova G. T. was trained at the University of Ferrara (Italy) on the International grant program “Erasmus Mundus” for 1 month (September, 2014).

Head of the Department of civil and labor law, associate Professor A. S. Kizdarbekova in the period of 18-30 April 2016 passed a foreign internship in Pennsylvania USA on the project “Visiting scholar in Penn State Law school”.

Scientific-research work of students

The faculty of law attaches special importance to the research work of students. In all departments of the law faculty are students ‘ research circles. Students of the faculty take an active part in international, national, regional and University conferences, competitions of scientific works, subject Olympiads.

In 2014, following the results of the Republican subject Olympiad among students of higher education institutions of the Republic of Kazakhstan, studying in the group of specialties “Law” Karsu team took the 3rd team place among 12 teams (Awarded the diploma of the III degree of the Minister of education and science of Kazakhstan), 3rd year student Nurmaganbetov A. Zh. took the 3rd place-awarded the diploma of the III degree of the Minister of education and science of Kazakhstan. Also, the participants of the Olympiad participated in the national competition of student research work in the framework of the Republican subject Olympiad among students of higher education institutions of the Republic of Kazakhstan in various categories and awarded with diplomas:

– Samat Zh. – was awarded with the Diploma of the 1st degree of the Supreme Court of the Republic of Kazakhstan in the nomination “Best Work”, 3rd year student (supervisor of studies Senior lecturer Sultanbekova G.B.)

– Kabdulmazhitova M.M. – was awarded with the diploma of the 1st degree of the Union of Lawyers of Kazakhstan in the nomination “Best work” on the topic: “Modern legal career”, 3-year student (supervisor assistant professor Zhamieva R.M.);

– Yskak Zh. – was awarded with the Diploma of the 2nd degree of the Supreme Court of the Republic of Kazakhstan in the nomination “Best Work”, 3rd year student (supervisor of studies, Associate Professor of the Theory and History of State and Law Baizhanov G.T.).

In the republican contest of scientific works of young scientists “Ysh bi”, held May 16, 2015 at the Eurasian National University named after LN. Gumilev 1st place was taken by the 2nd year student Kim E. (supervisor of studies – senior lecturer Starozhilova N.P.), awarded with the Diploma of the 1st degree of the Minister of Education and Science of the Republic of Kazakhstan. In 2016, students and undergraduates of the Faculty of Law under the supervision of the teaching staff of the Department of Criminal Process and Criminology participated in the International Open Competition for Best Scientific Work at the Southwestern State University (Russian Federation) and became holders of the following diplomas:

Three-year student Kim E. participated in the International competition of scientific essays of students, graduate students, undergraduates. The student symposium-2016, which was held by the Russian University of Friendship of Peoples Russian Customs Academy (Moscow), took 3rd place.

In April 2016, the team of the Faculty of Law took the 3rd place in the subject Olympiad on the results of the Republican subject Olympiad among students of higher education institutions of the Republic of Kazakhstan, studying in the group of specialties “International Law”.

On November 25, 2016, the law faculty team participated in the International Student Olympiad in the subjects of the civil law cycle (civil, environmental and land law) at the Eurasian National University named after L.N. Gumilev (Astana) and took 3rd place.

Master’s and Doctoral Studies

The faculty pays great attention to the scientific training of teachers through doctoral, master’s, internship. In master’s training is carried out in two directions: profile and scientific-pedagogical.

At the faculty master has been operating since 1998. In the current academic year 105 people study in the master’s program, 27 people study in the PhD program.

Scientific-research work of students is carried out in following directions: passage of research practice, writing scientific articles, performance at conferences, a writing and protection course and master dissertation research.

Priority oriented policy in the Republic of Kazakhstan is based on the professional development of the specialists, realizing and solving professional tasks, creativity and realizing the importance of civilian qualifications.

Students at the community work day

Achieving this goal is possible with a good educational work. The curators of the groups and the inspectors of courses in this plan play an important role. Educational work at the faculty is conducted on the basis of the Plan for the educational work of the university and the law faculty.

The activity of the curator, first of all, is aimed at strengthening the educational process of the educational process. Important on the way to this is the holding of curatorial hours.

A good tradition of involving first-year students in university life is the annual contest “DEDICATION TO STUDENTS”. The contest is held in October between the faculties of the University to meet first-year students with university achievements, teachers and students of the faculty, identify the most active and talented students in creative and organizational ways. As a result of the competition, law students often take prizes.

Educational work in the dormitory is one of the main activities of the dean’s office, the committee on youth affairs of the faculty.

The faculty has developed schedules of visits and the attendance of faculty teachers in the dormitory of the university.

Annually the faculty holds meetings with prominent public figures, scientists and representatives of law enforcement bodies of the Republic of Kazakhstan, countries of near and far abroad. So, for example, during the last few academic years the following meetings were held:

  • In March 2010, with the deputy of the Majilis of the Parliament of the Republic of Kazakhstan S. Temirbulatov;
  • In September 2011, with the Assistant Attorney General for Relations with the Parliament of the Republic of Kazakhstan Abishev Kh.A.
  • In May 2012, with the Ombudsman for Human Rights in the Republic of Kazakhstan Shakirov A.
  • In October 2012, the regional student Olympiad for knowledge of the foundations of the Constitution and state symbols of the Republic of Kazakhstan was held at the University.
  • In May 2013, with a member of the Karaganda Regional Court Zhakupov Zh.K.
  • In 2015, there was a meeting with the head of the Department of Justice of Karaganda region M.Abilov.
  • In 2016, a meeting was held with the staff of the Southeast Police Department and the members of the Police Assistance Team
  • In December 2017, a meeting was held with deputies of the Majilis of the Parliament N. Abdirov.

The faculty management uses all available opportunities to support students, both in educational and social spheres. In particular, senior students are seriously concerned about the issue of employment after graduation. In connection with this, the dean’s office and the administration are constantly organizing meetings of students with leaders of law enforcement agencies of the Karaganda region, where students have the opportunity to solve problems with employment.
